Chairman Gallup opened the meeting at 6:30PM

Appointments:
7:00PM Public Hearing on Montambeault Deed
Chairman Gallup opened the public hearing at 7:00PM.
Chairman Gallup read into the record the required comments from the Conservation Commission and Planning Board, who both approved the transaction.
Donna Nashawaty reminded the board of the requirements of RSA 41:14a, Acquisition, or sale of land, buildings, or both. The deed under consideration is to convey to the Montambeaults the 20’ right of way in the area of their already built home, since it was built in the 40’ private road right of way. The second of the two (2) required hearings will be held on Monday, February 25 at 7:00PM.
Chairman Gallup closed the public hearing at 7:13PM.

7:15PM Scott Blewitt-Special Rec Transfer and Route 103B Bike Path, Introduction Erica Belisle
Scott Blewitt introduced Erica Belisle as the newest Recreation Committee member.
•Motion to transfer $12,285.64 from the Special Rec Fund to the General Fund by Selectman Trow, seconded by Selectman Hastings. All in Favor.
Scott Blewitt asked the Board to form a sub-committee for the Wild Goose bike path. After much discussion, Donna Nashawaty explained she originally thought the bike path would only be on Route 103B. But, because the committee would be made up of several towns, and there are many rules and regulations that come into play, it was recommended that they hold off. Chairman Gallup recommended that Judy Dunn and the Recreation Committee continue to work with the Upper Valley Lake Sunapee Planning Commission. Judy Dunn would need to take leadership amongst the committees and be the liaison between the committees and the towns.

Public Comments
John Augustine was surprised and disappointed that the Harbor House Livery was not on the agenda after the comments that were made at the Deliberative Session. John Augustine recommended that the Harbor House Livery be on every Board agenda or every other one because there is money that comes in and out every day. John Augustine would like the Harbor House Livery to be on the top of the agenda to make sure that it remains on everyone’s mind and that within the year decisions need to be made as to whether to sell, rent, or repair it. After much discussion, Chairman Gallup asked the Town Manager to contact the Harbor House Livery Committee to be put on the March 25th agenda.

Selectmen Action
•Motion to approve use of facilities form for Ries and Meaney Wedding to be held on 06/06 at the Gazebo by Selectman Trow, seconded by Selectman Hastings All in Favor.




Chairman’s Report
Chairman Gallup had nothing to report at the present time.
Legislative Reports will be coming out in the near future now that they are back in session.

Town Manager Reports
Donna Nashawaty reported that the Ratio Study was received today and we are at 1.0 and 1.06 for our COD. Norm has not reviewed the report as of yet but will and will have a report for the next Board meeting.
Donna Nashawaty reported she would be on vacation the week of February 18th.

Miscellaneous
Chairman Gallup stated that he has received more information regarding the Leone letter and is going to be talking to Roger Landry and Clayton Platt who did the survey hopefully next week and be able to move forward. Donna Nashawaty stated that she had talked to Michael Marquise and recommended that Chairman Gallup also have a meeting with him.
